Thank you for sharing. I'm planning to drive my campervan across Africa this year and take my drone so I'm currently trying to decide what to do for the countries that dislike drones. I will be entering by land. I'm definitely not planning to fly it in Ghana after finding this out. I was hoping it would be okay not registering if I didn't fly it but now that looks like that would mean I would have to hide it in my van which also feels risky. Any advice for me is appreciated. Is it a bad idea to just hide it and not fly too?

Hi Tom, thanks for watching and commenting. To be honest, if your main bags are not searched you'll be fine. I only ran into issues as I had mine as my hand luggage which was quite visible. I normally just put it in my suitcase and have no issues getting through. Once you're through, you can then decide if you want to register and fly it (if you want to) as that process should be much easier once you're clear of customs. If worse comes to worst, you can consider paying this 'clearance fee', as it is meant to be refundable when you leave the country. I just wasn't prepared to test this theory on that occasion, but I will on my next trip and make another video report on whether this definitely works or not. The other option you can consider now is applying for a permit through the GCAA before you arrive. I was recently contacted by a senior GCAA director who watched this video and says we can now apply for this via their website prior to arriving in the country, however I'm yet to test this theory as well, as I havent been back since. Once you're in the country, it is drone friendly, however the customs behaviour did not impress me at all. The 'drip feeding' of information on fees could have been handled much better but once you're aware of this in advance, you can be better prepared so any potential fees won't come as a shock and ruin your onward holiday experience. Hope that helps, or let me know if you need any further clarifications. Cheers.

@@swizzlebeatstv Thank you so much for your detailed response. I think things will be a bit different for me as I will driving in and leaving in my campervan. I will just hide the drone to avoid all this hassle and hope for the best. I can wait to fly the drone in the other African countries on my trip. Safe travels mate. 😀

Thanks for bringing this up. Ghana Customs does not seize drones at Airport. What they do is to ensure the fulfilment of a regulatory requirement for your usage of that drone within our airspace. As a result, Customs upon seeing a drone or upon your own declaration of same, they direct you to pick up a permit from the GCAA building few minutes from the Arrival Hall and return in few minutes for the clearance which includes payment of duty since you intend consuming or using the product here in Ghana.The tax or duty is computed on Free On Board (FOB ) or total value of the item you declare to Customs by showing prove of purchase . There, Customs calculates the various taxes with their corresponding tax rates or tariff bands and then arrive at the actual duty to be paid . So,at this point, two things happen; 1) if you are just importing the drone for temporary use and hope to return it on your departure, you pay 150% of the duty calculated as the security in the custody of the Customs Accounts officials which is refundable upon your return at any time, be it in the middle of the night or day because the office is opened 24/7 with officials present. No hitches whatsoever to impede your collection of your money at all. 2) if you import the drone for home consumption, that means you pay the duty with your permit on hand for use for good in Ghana. Of course, sincere apology if any Customs official engages in unethical behaviour such as demanding money from passengers upon arrival .That’s not part of their training and that does not form part of their core mandate at your point of arrival or departure, except to say it is their statutory mandate to collect taxes on all taxable assets or items. Of course, at the Arrival and Departure Halls , Customs Officials have the statutory mandate again to search your luggage for various reasons including revenue and security purposes. So that, if upon search they find anything that are dutiable you pay duty on them, if they find somethings that are restricted like drones, they ensure you meet the regulatory requirements and pay the duty required before you exit. Similarly, if they find prohibited items like weapons imported without permit from the Ministry of Interior, they seize it outrightly. Certainly, no passenger is under any duress to gift money when requested of by any Customs Official because that does not form part of their core mandate to beg for money as alluded to by the reporter. So, feel free not to part money upon request from any Customs official . Pay duty if it is in relation with your dutiable items you import only. Thanks for your attention.

Thanks for your detailed response. The problem we had was that the details you have provided now (regarding the customs clearance fees) were not made clear to us on arrival. When the drone was being detained, we were specifically told by your officers that all they wanted was for me to get it registered by the GCAA and bring back the proof of registration/payment and the drone will be happily released. We asked whether we could pay any fees there and then at the airport, but were told 'No'. Infact your officers said 'we don't take any payments here, just register it at the GCAA and come for your drone.' Obviously this wasn't true because once I had done as instructed, and came back with the authority letter for it's release, I was then told about about the import charges. This is the whole point of the video. Better clarity is required from your team form the start. Had I known about the import charges, I would have either not bothered wasting time going to the GCAA on the Monday morning and left it with yourselves at the arrival point, or I could have been better prepared for the clearance fee that I was later told about. Even the GCAA (who were helping me to register the drone) were unaware of these new import charges which is why this part has not been well advertised. There are several tourists who will be unaware of these charges too, so now that we are better informed of the fuller picture, we can decide ahead of time whether it is worth bringing our drones to Ghana or not, as things are much clearer now for us all to see. With regards to the 'refundable clearance tax', I was wasn't prepared to test this on this occasion, as it was news to me at the time that was given too late in the process and I wasn't confident that it would definitely be refunded. Now that you have reconfirmed this in your comment here, maybe someone will test this theory soon and confirm if this is true or not. I also forgot to mention in the video that when I came back for the drone (on my departure date), I was told by the customs team that the boss who had the key (for where the drone was being kept) was away. I then had to wait for 30 minutes for him to be found before they brought the drone back. I can only hope that this 'clearance tax refund process' (if true) doesn't waste as much time for people so we'll see in the future otherwise people could easily miss their return flights if the Customs team start playing any delayed tactics. All in all, the bottom line is that everyone (especially tourists) need to know their options as quickly as possible, which are that 2 seperate charges need to be paid otherwise their drones will be seized (as it was in my case). Thanks for the update and your attention.

I truly think they don't understand the drone industry , rules and regulations and they are making up their own as they go along. It's terrible to hear that for even a mini drone? Huh? Although we need to respect and understand each country's drone laws,, this one is a creative way of frustrating people coming in with their drones to fly safely as if they manufacture drones in Ghana. That amount of 3,500 ghs , if you had paid , and you are about to take your drone and on your way back to collect that amount (deposit), they will clearly delay you knowingly that your flight is at a certain time and for you to finally leave without getting the money. The excuse could be the cashier in charge is off duty, the machine to open the safe is down, the electricity to turn on the computer is out .. dude, you never know what these folks could come up with.
@swizzlebeatstv
@swizzlebeatstv 6 ай бұрын
Exactly. I just wasn't prepared to take that chance on this occasion as it just seemed so dodgy. No official literature on this 'clearance charge' anywhere. Even the GCAA registration team hadn't heard of this. They need to sort this out with Ghana Customs otherwise people will just hide their drones and not bother registering in future which will be more lost revenue for them.

Hahaha. Interesting . Perhaps they got spooked with the carrier case you were carrying, and when they opened it, they saw a baby drone mini 3 or mini 3 pro in it (it looks like or ). So perhaps they were wondering , what the heck is this dude carrying and coming to do? Well, a good insight as am a drone fanatic who flies the the new Air 3 and the Avata as well. So hopefully some day, I might drop back in Ghana and I got heads-up. But next time, please, don't , it's a mini drone, don't go all out too huge like that. I will wait to see your package for the Inspire 3.

The whole thing is is just soo bizarre. I normally always take a drone from the Dji phantom series days which were even much bigger. You are right, this was just a mini 3 pro taken for convenience. I'm still wondering what to do next time, but ideally I'd like the Ghana Customs Office to officially publish their position and charges (so it is clear what we are dealing with) before we arrive the country. I appreciate you watching and commenting bro. Cheers.

@@swizzlebeatstv No worries .. I will have to check the GCAA site as well and check the Ghana customs official site too. Then can ask more questions. Becos if the nation wants more tourists, the modern movement of tourism is all about being able to capture thrilling and captivating sceneries and if you will frustrate tourists coming in, how do thy achieve that. I've flown drones at different countries and their regulations are pretty clear and straight forward. Not confusing and intimidating.
