Bailiff is tied in a catch22 situation. Even if the defendant informs the guilty party of the outstanding parking fines, if he choses to ignore them, the bailiff has to come back to enforce paying of the fines although he knows that cammer has got nothing to do with this sorry affair. If cammer has told council that the car was sold, his responsibility ends. If council wants to waste taxpayer money, they should pursue the matter in court, again.

They should only be parking fines if someone has caused an obstruction or financial lose to someone else. All the rest is a load of fluff.

The council cannot fine you, because the council do not own the land, they are only paid by the tax payer to maintain the land they can't put levy on anyone .also you want to see the bailiffs original warrant signed in wet ink by a judge only, never accept bailiffs photocopy warrants with photocopy signatures on their hand held computers they like to call them digital warrants they are fake fraudulent warrants, if someone from the council makes a claim against you by law, you demand to see the official warrants with wet ink signatures from a judge only, you will not get one because the council cannot put levy on a person because they dont own the land, always film the bailiffs, never give your name, keep all doors and windows locked,

By law, Councils can only pursue the DRIVER, not the Registered Keeper (there is no such thing as a 'Registered Owner') - and they are NOT fines. Fines are ONLY issued by courts, after a trial and conviction.
