I don't think you should do a pairs bracket or a bracket at all. Just have objectives. For example, start the first match as an "initiative" round. Whomever wins, then goes on the offensive. You have a series of "flags" or "planets" that you all have assigned and can be taken. If the person on the offensive loses a battle, the other team goes on the offensive and can start retaking territory before invading the other team. Do something like that so each match means something.

To be honest, with the new LOTR sets having so many of the main characters (and I have a feeling LEGO will continue to produce more characters in the years to come), I see absolutely no need to try to get any of the older LOTR figures, especially at the absurd prices that some are listed.
