Do we need to switch off the TC when climbing a steep tarmac hill as well?

No you don't have to do that. Not unless the car is dropping power to save wheel slipping and you are going nowhere. Likely to only happen when there lack of friction between road and tyre.

But this system turns on itself and don't let me to put power when I want

The TC is fully off only on 4L when you hold the TC button down for a few seconds
