They shared that kiss which pretty clearly conveyed the love was mutual at that point on Katniss's end, and then Peeta got taken away into the capitol, and in mockingjay its pretty obvious that Katniss is definitely in love with Peeta despite Gale being there. Katniss went into a deep spiraling depression for the whole first half of mockingjay when Peeta was gone and Gale being there for her didn't help at all. The only thing that could comfort her was having Peeta back, alive and safe.
