V DRU0105) Written evidence submitted by Baroness Meacher and Neil Woods (DRU0105) Evidence to the Home Affairs Select Committee - Heroin Policy 1. The Government’s strategy document points out that we have over 300,000 heroin and crack addicts in this Country. Two-thirds of problematic heroin consumers are suffering from childhood trauma - sexual or physical abuse or neglect. The rest are suffering mental health problems or adult trauma. They are self-medicating with heroin to cope with their profound emotional pain. Heroin kills more people than any other illicit drug. At the same time heroin generates £5.1bn for drug dealing criminals. This is the largest section of the drugs market and the County Lines activity is focused entirely upon heroin and crack cocaine. Heroin and crack cocaine together are linked to half of all theft, burglary and robbery. This is a direct result of vulnerable consumers being exploited by criminals. If prescribed clean drugs then all the criminality driven by the need to find money every day would disappear. 2. We have clear evidence in support of policies which radically reduce heroin addiction and yet the strategy makes no mention of such policies. (Drug Wars by Neil Woods and Uchtenhagen research papers). The Government acknowledges that we have seen “disinvestment in adult treatment with an even greater reduction in funding for young people’s specialist substance misuse services” over the past ten years. The strategy aims to reverse those cuts and we welcome that commitment. However, even before the destruction of drug services, this Country had an appalling record of heroin addiction. The strategy, as it stands, will do little to improve that record. 3. How, then should the Government proceed? We need to look to our own history to find the answer. In contrast to the US and its puritanical, judgemental policy, the UK regarded addiction as a medical condition. Anyone who developed a heroin or cocaine habit would go to the doctor and receive a prescription for the drug in question. In numerical terms, the UK had no drug problem. From the 1920s to the 1960s our heroin consumers were numbered in hundreds. At the same time, the US with its judicial and punitive approach measured theirs in hundreds of thousands. The simple lesson is that if Government gives organised crime control of these commodities, they will ruthlessly market them and exploit the vulnerable to maximise their profits. This is what happened in the US in the 1920s and in the UK in the 1970s following the introduction of the Misuse of Drugs Act 1971, which had followed the UN Single Convention on Drugs of 1961, driven by the US. 4. When Britain gave up our medical system for responding to heroin addiction, under US pressure, this Country had 1,046 heroin consumers and the numbers were falling. Twenty years later we had hundreds of thousands. Since then Organised Crime has become more violent and more ruthless in their drug dealing. Now they have children at the shop front of the heroin market. This is a direct response to the police success in catching adult front line drug dealers. Police are good at this level of activity. 5. There was a brief revival of the British System in the Wirral and Widnes between 1982 and 1995. Dr John Marks used the still legal British prescribing system to protect problematic drug users in his clinics. As a result the dealers went away. Crime dropped 93% compared with other policing areas nearby. None of his patients died. His sex worker patients were rescued from exploitation. Interestingly, Marks and Spencer gave Dr Marks’ clinic £1000 with thanks for stopping the shoplifting! 6. Publicity about Dr Marks reached the US and the American Ambassador was outraged. Dr. Marks clinic was shut down and he emigrated to New Zealand. Deaths of heroin addicts returned to the Wirral. 7. The lesson from this history is, surely, that the first step in a heroin policy is to accept that heroin addiction is a medical problem and that patients should be prescribed safe heroin, thus protecting the patients and closing down the criminals’ trade. But, of course, more should be done.

If anyone can't believe someone of that age is capable of that type of crime. Two 12 year olds were found guilty of murder in Wolverhampton recently. The victim was 19 years old, they used a machete, stabbed in the back and came through his chest. Just saying.

I just got my 220 skates in and I love it. The measurements suggest I should get 8.5 size US boot but I got size 9 because it’s more of my street shoe size and I’m glad I did that. 8.5 would be very small I think.

Luke Mitchell went before a court of Law with 20 Chapters of evidence against him, which is a Lot for a sole defendant. The High Court Judge & Jurors - Saw & Heard that evidence & found him Guilty, Beyond A Reasonable Doubt. And after only 5 hours adjudicating due to such a Strong case. The general public know Nothing of that Actual evidence. The biggest & longest trial in Scottish history, 42 days. He has had all the appeals he will Ever get & the Innocence Project rejected his application due to the Overwhelming evidence that showed Exactly what he did to this poor girl. He was also convicted that same day for being a long term drug dealer. He sold his drugs to fellow School kids, no matter who they were or how old they were. He carried his skunting knife daily to cut his hash. The knife that Disappeared, with The jacket And his balaclava. His behaviours in totality were so sociopathic Before this murder, the kids called him the savage. His own Brother testified Against him & he nor their father have had Anything to do with him since the trial Nor have they spoken to that so-called mother since. They sure as hell have Nothing to do with this Shameful campaign, which is nothing but a nefarious marketing ploy for Lean & Forbes to sell their books about Nothing & getting away with it Still because they know damn well that the public are totally in the dark about the Facts presented at Trial. Only the naive & the ignorant fall for it all. His highly sadistic Premeditated crime was so heinous & wicked it's likely that he'll Never get out. Sandra Lean & now Scott Forbes wrote books of BS to line their Own pockets & all the plotted media hoo ha for over 3 years on utube videos has some people hypnotised because that's the Whole Aim. Of Course they blame the cops, that's how Both lowly Con Artists rake in the hard-done-by members of society in particular. He tried to stage the scene as if a maniacal fiend had come across Jodi & somehow got her over & through that broken section of the stone wall & went berserk with a knife, yet she never made a sound. It's a Fact that most of the cuts were After death. He cajoled her with pot to Their place in the woods & knocked her out, had to, he was a simpy punk, the severe contusion on her brain told That story. He premeditated everything he did. The witness noticed the bulge in a pocket of the jacket. That had to be something substantial in the pocket to stand out in a jacket that was big & bulky for that twerp. Lean nor now Forbes, have Ever spoke about the contusion on Jodi's brain & it was substantial. They don't want Anyone to know that Jodi was knocked out cold. The bruising & abrasions were all to her head, neck & face areas Only, being punched & kicked when she was on the Ground. Their various BS stories saying that she was 'fighting for her life' are Not True. He thought he was smarter than the cops & told his mother that after the initial police questioning that night. She stated that Publicly in her interview with James English. He was Not & neither was She. She who worked hard to cover it all up. The crown put forth that he went back. In total he couldn't account for 3 hours. The police didn't know what time Jodi was attacked or died when speaking to him that night yet his false alibi was for that exact time frame of her death. What a Very telling Coincidence. Luke was Not home in that time frame of 5 to 5.30 & so, did not know if his brother was or not. Luke had left to meet Jodi before his brother got home from work. They reeled that poor lad into it the Next Day when the mother had sobered up. Their statements changed every time the cops went back to tell them info they found out, didn't match. They changed the alibi 3 times within the 1st week. Lean & Forbes have Never told that Fact. Jodi's grandmother, her sister & boyfriend realised they'd repeated to the cops what Luke had Told Them about the actions of the dog & so they amended their statement about that detail, that was All. Now I see that Lean has a big banner & posters as her next hoodwinking ploy, "MIA FOUND HER". The dog did Not climb over & through the V in the wall & so into the woods, ONLY Luke DID. It was proven that his torch did Not have the scope to have seen the body which was behind a big log & amongst bushes - on that pitch dark, rainy, starless night, At All. Lean always uses the wording of 'case papers' to Pretend that she had all the documents & all the statements from the trial, she does Not & Never has. She had paperwork from his defence lawyer for the appeal process from way back at that time, Nothing else. Over 40 police & seasoned investigators worked this case very carefully for a Long time. The police did an Excellent job to put that scumbag psychopathic child killer Exactly where he needs to be.
