Those are probably the tendons or muscle fibers connecting to the fin. That's why they move when the fin moves.

It all tastes disgusting and it's mostly cartilage they are also endangered and only eat jellyfish

As far as I know, they're mostly harvested for fish oil and to be used as animal feed. Other than that, I'm sure some people eat it as street food or something. Although it supposedly doesn't taste very good.
