Price "caps" are simplistic and create inefficiencies in the market. "Price gouging", to me needs to include some anti-competitive element resulting in a rapid, significant increase in prices for certain goods. For example, price coordination among competitors (whether explicit or implicit), either at the wholesale, or retail level. Difficult to prove, for sure, but a legitimate legal grounds to bring a claim.

The most serious problem with "pausing AI development" is that actually doing that would create what would be, for all intents and purposes, a fascist world government. The whole "misinformation" concern, in particular, is really about censorship. People who want to "stop the spread" of "misinformation" want to prevent people from saying things that the would be "moderators" would like to call "harmful" or "hateful" or "factually incorrect." But we, the people of the world, MUST be free to hear everything anyone wants to say, without any censorship, and draw our own conclusions. If anything, we should be trying to poke holes in the walls of the self-selecting echo chambers we currently sit in; but we need to make sure that the content that goes through those holes contains ALL viewpoints without ANY censoring or filtering and flows equally freely in ALL directions. Control over AI must be spread out across as many people and organizations as possible, and absolutely not be centralized in some core collaborating group of large commercial and government entities! That would be the very definition of fascism, and we have FAR more to fear from that than we do from AI. In fact, a fascist world government IS the most harmful thing that AI could possibly bring to us.
