I recently watched S1 and 2 for the first time seeing the show since probably the 20th century, so forgive me, but is that Mr. DiWitt from Growing Pains? Perfect Strangers was linked with so many other shows through Family Matters and Urkel but I don't know that it was linked to Growing Pains. That would be fantastic if it was.
