Custom permission or custom setting assigning that user will be the answer. You need to add the bypassing logic to the validation rule as well

We can use custom setting and add the user to it. Mention the same custom setting to validation rule. In this way in future if we want to bypass any user we can just add it to custom setting

Starting with context, before insert update delete. Using trigger call the handler. In trigger use trigger. New & trigger. Old(for delete). In handler 1st get the set of accounids using for loop. It that set is not empty create a list using P 2 C soql queries in filter use the above set of ids. Now loop over this list & nested for loop over it using the list that we are getting from trigger. Then acc. Total related males = contact. Males. Size(). I hope this works
