I have the 2022 version 😊 although it just has a few slight problems since I bought the store display one There is also another difference in the 2022 version. The one phrase has changed slightly, and i prefer the 2022 paint job because it has a more silvery cool white and black paintjob, whereas the 2021 version has mor of a yellow cream tint and brown eye socket paint instead of black.

Is he made for outdoor use because of the anchors plus I’ve had mine outside during the rain and he still fully works

He's not advertised as being an outdoor graded prop. He includes stakes just for Halloween night if he's temporarily outside. I'd definitely move him inside as the rain can cause both cosmetic and electrical failures in the future, especially since his control box is exposed
