Let’s say many years down the line and without Gordon and an organized uprising in C17, the last batch of humanity begins being chipped off since they can’t reproduce and keep living in pretty glum circumstances, how would Breen justify that?

I feel like I don't hear enough praise for how powerful Breen's speeches were in this game. Such provocative wording with a booming projection declaring his disappointment... I almost found myself siding with him for a moment. To me, Breen is a very strong contender for the best voice acting this series has put forward (barring the G-Man himself, of course).

Well, you know Breen had a point. For all he knows the uprising is hopeless as The combine is simply going to draw reinforcements and curb-stomp the humanity in seven minutes, just as Eli said later in EP2. Maybe if Breen knew that humans have G-Man on their side who is manipulating the reality to their advantage and that Freeman is no ordinary man - his position could be different.
