Pleasantly surprised that center-running bus lanes are being considered, especially considering this route goes through pretty sprawled, low-density places. I honestly don't expect them to actually go through with it, but I'm glad the needle is shifting little by little.

Signal to the driver? Bus drivers should know to stop when they see someone standing at the stop.

The reasoning is probably because the bus stop has multiple routes that stop there. So signaling the driver of a specific bus would make more sense, than to have every single bus stop there for practically no reason, as it would be more time consuming and less efficient, and worst case scenario could potentially lead to delays

The station platforms should have been built up to the same level as the bus floors so passengers wouldn't have to step up or down. The best BRT systems are built that way. Each step delays boarding and alighting, and steps are inconvenient for rolling bikes, strollers, and mobility scooters onto the bus.
