The Uchiha surveillance is like what the American government did during WW2 after Pearl Harbor. All Japanese-American citizens were forced to re-locate to one open-air prison and be under 24/7 lockdown and spied upon. The Japanese citizens were eventually allowed to leave once WW2 ended, but they lost everything because of their forced lockdown. Property and money and all. Kishimoto has clearly been inspired by WW2 and its events when creating the backstory of the Uchiha's.
