It is . Most servers are capped. You can get that speed with torrents with huge seeders and nvme ssd.

These speeds are ONLY like the equivalent of $30-50 in Germany and Switzerland and much of the time it's the main/standard speed offered. So there's no reason not to get it.

Not quite. It is more like a RTX2070. And it has only one fan because it is built for rack servers and not for Desktops.
