There are a lot of variables that would determine if you need a PoE switch. While most NVRs have a built-in PoE switch there are several situations where a switch would be useful. Here are a few examples: 1. Your NVR's built-in PoE switch is not powerful enough if you intend to use multiple large power-hungry PTZ cameras. 2. You have the need to run a camera over the 328 feet limit of Ethernet cabling. 3. You want to deploy your IP security camera system over your local network rather than using your NVR's internal network.

If you have no way of getting power further away from the central location then yes you would need 4 sets of cables, injectors, and extenders. However, if you have the ability to get power at that distance you could use a Power over Ethernet switch instead. It is possible, however it is very difficult to set up. You need to know someone who is good with port forwarding and networking to be able to allow RTSP streaming over the internet through your router and modem.
