It's all for show. These people have no actual place to be. It's their job to look like a busy, hard-working, and bustling city.... people are coming and going... no actual place to go. Although not many, there are people who have moved to NK and became citizens willfully. If I remember correctly, less than 2% of their population work have "real jobs" ( if you trust the estimated numbers of population), and most of them are in the off limit areas. Fake buildings, fake schools, fake grocery stores, and even a partially fake Catholic Church. Yes, you read that correctly, there is a Church there and people attend. There is a guy on KZfaq who lived there because his wife worked at an embassy there. I forget what country she worked for. He wore a small device and recorded his day to day life for the year he was there. When he got back home he uploaded them all to KZfaq. If I find his stuff I'll edit this and post it. It's beyond fascinating and tragic at the same time.
