As a person who knows the science of light, here are my suggestions. There is not going to be much use in placing foils directly underneath the panels. What you need to do is to make the sunlight falling outside the panels area to hit the back of the panels. So place foils along the north and southern side of the panels at an angle such that the reflected light would hit the panels. One way to do this is to use a wooden frame with foil perhaps taped stiffly to it. Another way for long term use is to use thicker foils such as the ones available in bubble/foam heat insulation foils. If you have the time and energy please try implementing this. Another factor in installing bifacial panels is to move them away from side walls. They should be ideally installed in the middle of a large flat surface so that the sunlight falling on the sides could be get underneath the panels.
