It means you are allowed to complete any percentage of the game as long as the game is completed.

9:39 The timer was in 7:45.52 but it got back to 7:44.93 is this normal thing or is something of the speedrun program that i dont know?

yes, the timer doesn't stay 100% accurate during quitouts but it reads the real in game time when you load back in, so the 7.44.93 is the actual accurate time

Always fun seeing what took me about 40 hours done in 30 minutes, it took me longer than that to get past the knights at high wall (before I realised you could run past them…)
