You should always try to speak for 2 minutes, as mentioned in the beginning of the video. These are sample answers. In real world, there will be pauses and stuttering in your response, so those 30 seconds are to account for that. :))

Of course. The first speaker uses higher level of vocabulary and develops the answer. Whereas the second speaker has simpler words, sentence structure and minor repetition towards the end. Hope this helped. Goodluck! :))
