I don't yet understand why nitrate has 3 oxygens but if -ite always has 1 less than -ate that's at least some kind of rule

Yes, -ite has one less than -ate. But the number depends on the compound. Compounts with Sulfate end is SO4 and Sulfite is SO3. Nitrate is NO3 and Nitrite is NO2

why wouldn't sulfur bond to all of the oxygens with a double bond? All of the oxygens would have formal charge 0 and sulfur -2

Seems like the number of valance electrons for the ion wouldn't with out with that arrangement.

my university gives extra points at exams if you draw it according to the octet rule. So yours would be considered correct but if I connect sulfur to all of the oxygens with single bond and give all of the oxygens three free electron pairs I'd get extra points. I don't get it. Are both correct? Do both versions exist in the universe? Or only one of them but we can't say which?

It's possible your university emphasizes the octet rule for introductory chemistry courses, even if it leads to a less accurate representation in some cases.
