I would argue evil morty isnt far more intelligent. We see him be wrong when they think theyve got rick prime from fracking the cfc. During the rick killing spree he scans and absorbs the memories and knowledge of multiple ricks. Assuming most ricks have a similar intelligence level he can recieve up to that degree from them. He wins out against most though because of the variety of ricks covering more overall knowledge an individual rick only has a percent of. C137 is one of the more accomplished ricks as he and rp are one of the few if only ricks to actually invent interdimensional portals(proven) and because he still invents and adventures(implied) compared to citadel dependent ricks or ricks who specialize in their jobs. Which means rp and c137 are probably the closest in intelligence and outweigh him in experience for now
