It depends. If you want to practice cheap watercolors are just fine. However, there are inexpensive watercolors that turn chalky when it dries. Depending on your preference, this could be a good thing (if you use color pencils when you use watercolors it can blend seamlessly) or a bad thing (it smudges). Some inexpensive watercolors have suspension which makes a grainy wash. (again this could be a good or bad thing depending on your preference & style). Another factor of inexpensive watercolors is that with time it fades and turn grayish in tone. You can look up reviews on some brands that fit into this category that fit your preferences and style. There are middle grade watercolors (in between expensive and cheap, what most art students use tbh) where it doesn't become chalky when it dries and the color stays vibrant for longer. It's also creamier in texture therefore it's easier to pick up pigment. Then there's artist grade (often the most expensive) where the factor that stands above all of them is longevity of the piece before it fades, called light fastness. At the end of the day, alot of artists actually recommend investing in good quality paper that can withstand layering or cheap but good watercolor paper when practicing watercolors instead of upgrading to more expensive watercolors.
