The film on the rbc is the biological growth that consumes the bod/dissolved solids. They don't really get cleaned outside of being taken offline but that would be similar to taking one of your aeration basins offline, isnt really done unless you have a longer term mechanical issue or a micro growth you need to eliminate. Sloughing (pieces of the film falling off) happen naturally as part of the process and keep the film from becoming too thick. Not sure if that answers anything. If you just mean failure and cleaning, power washer or high pressure hose.

I did the CUPpSS program as a trainer, and for some reason I have not noticed this program. There were a few things Walt Higgins (retired EPA now) sent me that made better sense than just using the monolithic Cupsps program. One of those was close to this and that was almost a decade ago and it was from Virginia.

The rules need to change for single homeowners vs developers. I built a single house in the middle of 55 acres surrounded by meadows and the EPA made me get a NPDES permit which changed by driveway cost from $20,000 to $95,000 and it took 11 months to get approved. This is ridiculous. The storm water management system for my gravel road cost more than my land is worth. My driveway has no impact on ANY waterways. This has gotten out of control.

It would have been better to show calculations with unit cancellation. Yes, water weighs 8.34 lb/gal but in the calculations, we ruse the conversion 1 mg/L = 8.34 lb/MG 2 MG/dX 260 X8-34 lb/MG=4336.8=4300 lb/d

or you could just use metric for science stuff its so much more simple. 1mg /L translates to 1 g/m3 its so much more intuitive
