Shredder was the second vintage TMNT figure I had. Mine was a soft head. I always found him to look weird without his cape, he looks like an old man in a diaper.

Can't you take little character cards and change the center image to make it look like you are pretending to communicate with different tmnt characters?

Oh no not with this one. There were two different ones: The Turtle Communicator (1991) and the Talkin Turtle Communicator (1994). Only the Turtle Communicator (1991) had interchangeable center images. But it made no sound effects other then an annoying whistle.
