I can’t think of a better teacher than repetition. ESUs work volume is unmatched. If you go to a job and walk away feeling you got “lucky”, then you’re not up to snuff with your knowledge of your job.

Legendary police officer but the interviewer sometimes derailed the interview by making comments to sound like he "had been there". I know it's knit picking but I see it a lot on KZfaq involving interviews with military pilots and police officers being interviewed by a former colleague. It's annoying. The interviewer shouldn't worry about making sure everyone knows he's as cool as his subject.

Question for the Lt. Do you find that operators use the negotiation skills while operating in a tactical environment, even if they're not assigned that role? An operator who still has contact with the susp perhaps engaging in negotiating type activities while on the stack?

One the most insightful military leader of our time. His ability to plan and conduct special operations intimidated many General Officers during our generation. While many were promoted to the highest levels they were promoted not on intellectual prowess and common sense leadership but on posturing and political activities. Pete was a driven leader who did what was best for his men and mission accomplishments in the most challenging environments.

I can't believe the balls on that supervisor near the end. Says "oh it worked out! See? You didn't need explosives!" just based on mere luck that the suspect opened up the door on his own. Facepalm. What a real ivory tower jerk.

As a third generation member of ESU (1986-1998) I have pretty good understanding of how ESU evolved. Probably the question I get asked most often is: "why does ESU do so many things that are traditionally done by the fire department". The answer is simple. The NYC Charter which outlines the roles and responsibility of each city agency had for close to 100 years outlined the duties of the fire department, those duties were limited to fire prevention and fire extinguishment, PERIOD. All other NON-FIRE emergencies was the purview of The City of New York Police Department. When it became apparent that a separate unit in the NYPD was needed to handle these NON-FIRE emergencies, Emergency Service Division and eventually the Emergency Service Unit (ESU) was formed. In order to meet these requirements members of ESU had to be training in, first aid, water rescues, building collapses, high angle rope rescue, Haz-Mat and other NON-FIRE emergencies. In-fact up until as recently as the late 50's the a FDNY alarm and dispatch system was in each of the Emergency Squads throughout the city. Whereby the Fire Department would dispatch ESU units to various NON-FIRE emergencies through their alarms system (rings & bells), just like it did in dispatching fire companies from a fire station. It was not until 1989 that the City of New York amended it's Charter and shifted some of the NON-FIRE emergencies to the fire department. It was not until 1996 when FDNY absorbed the Emergency Medical Service (EMS) from the NYC Health and Hospital Corporation that Firefighters began First Responder Medical Training and started carrying oxygen on fire trucks. For a host of reasons ESU maintains it's training levels so that they can deal with ANY crisis that arrises. There are individual stories as to how and why certain Haz-Mat assignments, water rescues and other calls continue to be be the responsibility of NYPD ESU but that would take far more time to explain. I hope this helps explain some of the mystery of why ESU does what it does.

Had the good fortune to host an LAPD SWAT exercise at an LA medical center in the 1990's. Was also invited to a SWAT exercise in downtown LA. And was involved in a hospital hostage taking with SWAT. World class experiences and many great memories. Mike Albanese left a major impression on me.

My Opinion, for what its worth. I had a ten year career in the military before I became a Police Officer. I spent the later part of my career teaching tactical medicine at school houses. I only have three years on as a cop, but my agency gave me the ability to help teach our periods of medical instruction. I see a lot of TCCC/TECC courses out there. There is a difference between teaching a all combatants TCCC course to a Marine rifle platoon, tacmed to a tactical team, and a patrol level course. There are scopes of practice issues and various other nuances that mean you cant cookie cut templates. Every acadamy class I have cadets wanting to know why I dont teach x skill. Needle D's are a prime example. Its because one must understand the history of the CoTCC, the history and reasoning of the CLS program, the evacuation infrastuture that was built around, and how that system compare to you the Officer legally. Its not sexy to learn basic bleeding control. It does what needs to be done for our situation and keeps you employed and not in a iso cell someplace. I see this type of thing across tactical disciplines, this mirroring. Policing is fundementally different than what I did in afghanistan and iraq. Things from it are relevant at the table, but you have to parse through it. There are a lot of people and places who are having issues with that right now.
