doing it the SOTO way unlocks it in all zones... so there is no reason to do it the old way if you have the skyscale except for if you want the masteries. don't know where ya got your info from, but its wrong brother

You can permanently unlock skyscale in sotb to use anywhere Its alot faster, generally if starting from scratch, visit a few places, fight a few specific types of enemies, and buy a few materials for a saddle and ya unlock it permanently

neutral items should be removed from the game. it's pure RNG, it doesnt really involve making smart decision because what you'll get is random. they should be purchasable items if anything so that anyone choosing to by them makes an intentional thoughout decision in using that item towards a goal or with the intention of getting them to a certain goal. random, free drop items should not be in the game. In smash bros, you're not a serious player if you you play with items turned on because they are totally random, just like neutral items in DotA2. Netural items should maybe be kept for turbo/fun mode of DotA2, but not ranked or even unranked play. The competitive nature of DotA2 should be safeguarded, but DotA2 devs dont really seem understand this aspect of competition.
