Best not to poke at the bottom because that's where the sediment is and it won't drain out (self-plugging). You just poke a couple of holes in the top and it will all come out as the weight of the 'sod' sinks down. I deal with this all time. This happens when the ground under the grass is too hard for the grass to form a proper root structure and instead weaves itself into a carpet-like mess that tends to float when its over-watered.
