It's because the Navmesh, which is basically a bunch of points on the map telling NPC's where they can go and where they can do things, is out of date, meaning It's using an incomplete Navmesh or one from another map.

I found some no punch cooldown glitch idk how i done that but i punched after launching saw and was continuesly spamming F, and then saw just froze infront of me permanently slowing time, giving me no punch cooldown and a saw infront of me (i was still able to use all weapons except saw lol)

you should add lighting. the current lighting is so dim and boring. after that, i'd suggest making the map look nicer. try adding some bright white clouds in the background, and then add some flowers on the foreground
