@ShawnWhiteBMX they're made to deal with the atmosphere up to the speed and altitude that they are deployed. However, the inside surface of the fairing has components which are not able to cope with the atmospheric forces. Wiring, motors or explosive bolts for deployment, sensors, frame, etc. SpaceX has been able to recover some fairings by guiding them back with attitude control. But if they're just falling back uncontrolled, there's a good chance of stuff burning up.
