Skull Kid's arena it's the top of the clock tower, I think the clock is like meant to turn into a terrace or something at the festival's eve, I'm guessing to watch the fireworks but well uh, the apocalypse is happening at the festival so no one's here, also Skull Kid did kinda hijack the place, no one's going near there anyways. Like, if you interact with the door to the stairs it does say something along the lines of clock tower terrace closed until festival eve. It does seem like the stairs lead nowhere when the clock isn't in position so they're closed anyways but fun fact, a percisely aimed Goron Missile can clip you into the stairs and you can go to the Skull Kid fight at any point in time
