Several ways. You can get RGL80 from killing Velikan in Building 21. You can earn the ability to barter for RGL80 through a passive mission. Or you can kill other players for them.

I jokingly made it a goal half a year ago and slowly kept ex-filling with RGLs from B21, eventually capping and then burning through them all. Did the same thing and here I am again with maxed out RGLs lol.
