I'd guess supply. AI has no idea how to control the supply and the Soviets already struggle with it. Flooding an already strained frontline with 100's of Chinese divisions and all of a sudden 1 well supplied German tank can cut down 20 Chinese/Soviet units.

I've actually played as CCP china a few times, and whenever you call in the soviets against the japanese, they put all their units in the far east, and when germany comes around they don't get enough troops they're in time so they fail due to the 2 front war.
