The reason why the elevator makes noise when you aren't moving is because the noise is a scripted event, and its put there to make it feel like you're moving, when you're really not.

Actually after you finish story and get the key you go to the crane area and put the key in the key hole. Next go to the bone works door and press the button and then break it and you get revenge on fantasy land

If you have dev mode on you can hold b and choose the option on the bottom left of the wheel to spawn the nimbus gun and spawn gun

Tall's lore is actually sad. The data says it's a low level void entity or something like that with the iq of a child.
