We're just going to have the one chick, and the grackles aren't nesting in the infrastructure this year (because the new perch blocked access), so they hare having a peaceful season so far!

Cool! I assume the owl is meant to deter geese from roosting. When do they remove the owl?

It's more about the physical deterrent than the owl. The owl was what Boulder County had on hand. The baffle contraption will be removed when ospreys are back in the area in mid to late March. (It has ropes attached so it can be pulled down from the ground.)

Why should they jump off the nest? Does the mother bird mean to stop coming back here to feed them?

Geese only remain in the nest 24 hours or less after hatching. The parents are on the ground calling to them.
