What i have learned on reading and interaction with people having knowledge of the same on mitigating effects of environment change is to plant at least two trees per person .secondly use of solar power and hydroelectric power wind energy etc .to construct more ponds and more open space .

Let them work on a CONTRACT BASIS, but still won't there be few officers who are permanant and continuously wording on this, and who needs to be held a countable. If you say 'working on a CONTRACT BASIS' you are washing off your hands to hold NO ONE Responsible.
