Quote a change that didn't show until Diamond and Pearl. Implying with this level of logic that: Until D&P every pikachu shown in the games and the anime were all male. That doesn't sound silly to say at all. Nevermind the fact all you done is bring up the possibility of non heterosexual pokemon, and for that we thank you.

The move has 100% accuracy, its not a garanteed hit, it can still miss if the other Pokemons accuracy is lowered. Its also worth noting, the anime still runs of certain stuff being different, such as ghost pokemon having all abilities you'd expect from a ghost even if it doesn't make sense for their moveset. Finally, the move "attract" is actually named "mad love" in japanese, implying that it only works if the target already had some level of attraction in the first place, if pikachu wasn't interested in snivy it wouldn't work
