I call bs, it’s said for an astronaut to be able to walk when they land back on earth they must workout their legs a total of 2 hours per day. I know damn well these 2 gentleman dis not have any exercise equipment on that little eraser tip of a ship!!! Now tell me how the heck were they able to walk down those stairs from the helicopter? No question this was an ATC error. With very reduced visibility (1200' RVR), still taxiing and over 500' from the runway, having to do a static run-up before brake release, SWA 708 should have had enough Situational Awareness to know that traffic on a 3 mile final in CAL III conditions was too close and told Tower they would hold short for landing traffic.

I'm pretty sure that all pilots involved considered it as some fun time. Both respect each other and want something to break the boredom of the flight and it happened. Regardless of what politicians may say it's literally a game for those pilots.

Thank you for posting this! Do any 121 pilots use TCAS for traffic separation anymore? Why did either of these flight crews not notice this conflict earlier? This was primarily the fault of the local controller, however, good TEM should prevail in both of those cockpits. At least FDX made an inquiry to tower (hint and hope). Other factors such as fatigue, performance pressure, and non-sterile activity (distractions) may be at play here as well. Perhaps an industry review (already done?) of how flight crew are using their onboard equipment for SA is overdue. Best practice dictates the usage of all equipment that can increase SA. I've seen training programs that don't emphasize how our avionics can improve SA. It is often the case that 121 crews are being trained by non-121 individuals that were hired because they can be paid less than a pilot on the seniority list being hired into the training department. There is a loss of experience in the classroom because of this instructor recruitment phenomena. This is happening at all airlines more frequently. I flew at a carrier that mandated the use of TCAS from takeoff to landing. Unfortunately, I have also flown at a carrier that put no emphasis on the usage of TCAS. We may be seeing more of these events in the future.
