Okay so lore wise it is Arceus but because mew being the ancestor of all pokémon could be explained by arceus creating it first and then maybe mew helping arceus create tge rest of them including the creatin trio, now this can be counteracted by the lore stating he immediately created the creation and lake trio but what if arceus didn't eveb create mew, as arceus' egg just appeared out of nowhere and therefore mew's could've also just appeared but maybe just a little bit or even centuries later but I personally think it was just a little bit after and because it was for the sake of this argument the second pokémon therefore arceus could have a base for the dna, organs and other vital components that caused the other pokémon to be created like the creation anf lake trio and then went on to create the rest of the universe and all its beings including pokémon and humans alike. But if we were talking abt real life idk why Bulbasaur is even here, hime being 001 in the dex doesn't even matter Rhydon is the first ever pokémon ever created irl, but in the lore it's safe to say it was the god of all pokémon our lord and Savior Arcoos

Well, listing isn't a definitive representation of "First ever pokemon" so Bulbasaur is out. From a meta stand point Rydon is the first. In world canon Arceus being the God of all Pokémon wouldn't HAVE DNA and would have created Mew first as the progenitor so... Arceus is technically the first but Mew is the first DNA representation of all living pokemon that aren't dieties.

All 4 can be valid, but I would argue that from a theological perspective, Arceus is NOT the first Pokémon, since he’s a stand-in for an un-created/omnipotent God-like being, so his first creation(s) would be the first ever created pokémon. I might be wrong but I think Arceus’ first creations were Dialga, Palkia, and Giratina, so those are valid too. From a lore perspective, Arceus/the space trio/Mew could be the 1st, whereas from a development perspective Rhydon would be the first, and lastly from a gameplay/end-user perspective Bulbasaur would be the first. In my opinion, I’m going with the gameplay perspective and calling Bulbasaur the first 😎
