I definitely think they planned to use this particular model on CoV Chaos route. Atlas or someone on the team must have gotten cold feet about it however. Ironic that mainline SMT is all about killing your friends at the end yet Tao is the one they thought should be exempt.

It's basically the Empyrean form of Panagia Tao, the one they use in the cutscenes at the beginning and end of the Empyrean. Same stats as regular Panagia Tao, I'm pretty sure, just a different model. She's no different, I think it's just that the model looks cool and that it's a shame she can't be summoned in this form.

You will need to find a cheat engine table for Persona 3 Reload with a quick google search then use it to edit your Persona’s skill
