I don't underestimate Kizaru absolutely, he is atleast on the top 20 strongest fighters in the One Piece world , but the feats of Zoro speak for themselves. Brooo no sword contains Conqueror's Haky, Enma forces: the will of the user, the sword has no will of its own, it wants that of those who can wield it.

he might have used haki as seen by the wide range abities he used on the capital in order to keep the sand disturbing the peoples mind. Kinda like doflamingos bird cage but whit sand and instead of influencing phsicaly influencing mentaly as seen by the sheer insanity of the fighters and the clarity once sand was removed when hes defeated and rain started falling. Whats more both zoro and luffy were showing signs of haki all through out the ark ,1st in whisky peak whit conqueres haki luffy vr zoro, 2nd luffys observation haki when he made insane predictions of that hole smells like crocodile, 3rd when zoro awakened armament haki in his fight whit mister 1, 4rd when luffy was fighting crocodile in hes final he had no water but he could still punch through crocodiles attack while hitting hes main body which is a clear sign of armament haki. Both luffy and zoro are idiots that simply used it uncosicously in their peak emotion and pressure while zoro is slightly smarter since he figured out hes using haki while luffy dident.

The reason is really simple, Oda hadn't fleshed out the concept of Haki at the time of writing the alabasta arc. Nothing else to it but that, he has shown crocodile to be much stronger later on as a way of changing it for future chapters. That's it

Haki wasn't a thing back then. Trying to explain what held these people back in lore was a problem since it first came up. By shanks lost arm, there are some things we should just stay silent about. Like how king piccolo was more of a problem for master roshi than jiren...

I think it comes down to 3 reasons: 1. Almost none of the Logia users we know use Haki, because they are too reliant on their fruit, at least not armament haki (Since Enel did use Observation Haki). As you mentioned, this happened to Ace, and it is a problem you see even with Admirals like Akainu and even Aokiji, and it makes sense, some people are forced to learn haki, but most people who even know about it don't bother, specially if you have a logia. Akainu probably used it for Ace, but we didn't see it for my next reason: 2. Since we didn't know what Haki is, we couldm't see it. Us, the viewers, know and see what the protagonists do. During Marineford it was stated that Whitebeard used Haki against Aokiji, but we didn't see it as we do now, as in, no black glow, and even then, he was unharmed because he used his fruit to avoid the blow, same with Akainu and Ace. I have two theories about it, either people who can't use haki or haven't used haki can't see it, or the effect is only for us, the viewer to know someone is actually using haki. 3. The last reason is far more simple, if Crocodile CAN use Haki, he simply didn't need it against Luffy. His hook was enough to hurt Luffy, but he also has attacks that can harm Luffy. Using Haki was unnecessary.
