"All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives." Only the Congress is empowered to make laws in the U.S.

Right. But since you can’t run an entire country on a single page document with only a few hundred clauses, it was necessary for Congress to authorize the creation of specialized agencies, departments and commissions using that law writing power who are then free to write needed regulations, since Congress does not hold the subject matter expertise to effectively write a law adequate enough to properly administer its intended effect. Elected politicians don’t know the first thing about safe radiation levels, air traffic control, pollution, structural integrity, vehicle safety, etc. etc. etc.
