lm 317 output current just 1.5 amps so if you loaded it will be burn .

Your converter can only deliver upto 36v and you voltmeter shows 46 so your meter need calibration. Its showing wrong voltage. Secondly, you shouldn't use voltmeter and ammeter like that coz the current is too less that such meter with low precision can't display.

Thank you, that was very dangerous, but also very educational! 😂 Update: As others mentioned in the comments, you need to put resistor or other LED in the place of burned one, otherwise other LEDs will burn too, because of higher voltage. As far as I understood.

Real rgb leds have a 2 data pins this is not how it would behave. they need 3 different diodes for red green and blue to mix colors like that also there would have to be a controller of some sort be cause in the power brick there is no color mixing it would even if it is a rgb led just light up as a white light
