Crash-happen is and always was a loose cannon. He has livened up F1 but he is not a good sportsman. As long as the FIA meters ruling in an inconsistent and non-transparent manner, it will urge some to express their frustrations. We know from experience and definitely since Abu Dhabi 2021 that the FIA's application of rules regarding Max Verstappen is unpredictable to say the least. So, even though Zak Brown's criticism might come across as irritating, he's not fully to blame. There is enough legitimate evidence and cause for him to do so.
