it kinda makes sense as to why therapist doesnt view scavs as humans, but as, as you said, cattle to be disposed of. think about it: your a doctor who either stayed behind or was left behind to deal with the wounded, then these scavs are making your life harder by not only adding to the number of patients you have but also contaminating crucial supplies such as water. so to express her anger and get a kind of "revenge", she sends you out to deal with them and hopefully lower their numbers so her patients arent as plentiful and supplies arent always fucked. and also make them suffer in the process.
