Depends on your playstyle. If you like a small agile striker Kerr is the better choice. Osimhen is way stronger and has this lengthy meta attitude. Both have great shooting and finishing though!

Finally someone who knows how to use osimhen just r1 dribble then stepovers then sprint and finish like that he's one of the best strikers in the game

For small budget i would personally prefer Athenea - she felt way better for me except for crossing! Should also be easy to link with Tots+ chemistry. Depends on your playstyle though! In Draft i played Tots Moments Cherki who also seemed very good to me!

little bit different player type, he is more of a agile dribbler with 5/5! Shaw has the better shot i would say. Depends on your playstyle but i personally liked ademola a little bit better
