In my game, as soon as he chopped his hand off, id have called for initiative. Perhaps id be generous and allow him the surprise action to replace it with the vecna’s hand. It was smart, it was in character, but robbed all players of agency. As a DM, i might have even fudged some things in joe’s favor to help him out. But players would at least think they had a chance at stopping him. A hand of vecna could do alot to help him out. Summon undead to occupy the other players, give an extra action, gifted temp hp, for example.
