It's most likely a place holder. Blizzard during development will use an old model so they can populate zones with mobs, NPCs, etc so they don't have to wait on the art team which is the biggest bottleneck. Once it's ready they just plop in the new one. Same for NPCs weapons and armor, ground decorations, or sometimes they just use a blue and white checkerboard cube.
