I LOVE these. The main melody [1:07] of conga de media noche is sublime-- luminous. The whole set is a marvel and a joy.

What a fantastic style. Resembles Rachmaninov but sometimes even darker, and sometimes lighter like Arensky.

I don't understand the 3/2 6/4 time signature at movement 3. Can someone explain me please?

The piece has 6 beats in a bar, but the grouping of those beats (melodically) are either 3 groups of 2 (like in the first 5 bars) or 2 groups of 3 (at bar 6). Part of the feel of the piece is the gentle alternation of these two groupings...sometimes even different between clarinet and piano (i.e. clarinet is doing 2 of 3, while piano is 3 of 2). It wouldn't make sense to change the time signature from 3/2 (when it's 3 of 2) to 6/4 (when it's 2 of 3) every few bars (in different parts). Putting both 'options' up front indicates that whichever is most appropriate is the 'option'. Remember music is fluid, like language, and the shift from 2 of 3 to 3 of 2 (and back again) is quite subtle - especially in a flowing and gentle movement like this. I hope this helps

If you end up liking it, I highly, HIGHLY recommend looking up his op. 10 work, Eclogue for piano and strings. It is one of the most beautiful chamber works I’ve heard

The bass note Eb at 40:44 in No. 15 is so peculiar. It changes the feeling of the whole piece up until that one note. Makes me wonder if the whole piece was a build up to that Eb.
