The dems need around 6 giant counties where they can cheat and flip the election. If it looks like they can win with three or four, they'll keep the others in reserve, just in case, and display plausible deniability, by means of a narrow victory. Identifying those counties soon, and having manpower to defeat whatever cheating schemes are deployed, won't be easy. Spies are needed.
